Rutgers will lead a strategic review to assess the relevance and rigor of the scorecards for meeting the
performance data needs of key audiences as well as the Commonwealth Fund’s mission and current objectives.
This work will also examine the extent to which these scorecards have been successful in informing both policy
and practice. This review will be grounded in three core activities including: 1) an environmental scan of other
comparable measurement efforts; 2) an online survey of current and potential scorecard users; and 3) key
informant interviews with selected individuals. The project will be guided and informed by an advisory board of
experts selected in consultation with the Fund.
The project will identify opportunities to increase the impact, expand the reach, and enhance the value of the
scorecards so that they continue to offer a unique contribution to the field relative to other health system
performance measurement efforts.
