This grant will develop an off‐the‐shelf guide for states that are seeking solutions for their long-term services and supports (LTSS) insurance needs. It would be tailored to the circumstances of 10 specific states, but relevant to others. The analysis underlying the guide would include: 1) assembling consensus estimates of the costs of delivering specific benefit packages; 2) estimating the size of at‐risk populations that would benefit most from financial protection; 3) assembling literature that reflects what has been learned about approaches to financing LTSS both in the U.S. and abroad; and 4) using simulation methods to guide the development of policy that would pay for such coverage. The 10 states that would be the focus of the analysis would be chosen either because they are developing ideas about insurance for LTSS or because they have a need and potential sources of financing.
