This project will explore the legislative and administrative options for strengthening all-payer claims databases (APCDs) in order to create a roadmap for federal policymakers and will include a literature review, expert interviews, a review of existing proposals, and the development of new policy options. The project will provide an overview of the history of APCDs, review the main objectives that policymakers have in relation to APCDs, and identify and assess approaches policymakers could pursue to 1) allow states to mandate the collection of self-insured claims data, and 2) create a national APCD. Key policy and political trade-offs that underlie the various approaches will be considered. Major policy design decisions, statutory or regulatory changes, and a framework for assessing the relative strengths and weaknesses of each option will be discussed.
