Janet P. Sutton

Janet P. Sutton, Ph.D., a senior policy associate at Acumen LLC, has more than 25 years of experience conducting research on Medicare payment policies, delivery of postacute services, access to health care in rural communities, and disparities in access and quality of care. Prior to joining Acumen in 2021, she was a senior research director at Westat, supporting the Commonwealth Fund’s work on the development of the Medicare Data Hub and analyses of the characteristics and experiences of beneficiaries in traditional Medicare and Medicare Advantage plans. Sutton has published on numerous health policy issues, including accountable care organization cost and quality, the health care safety net, and the home health workforce. She received her M.S.P.H. and Ph.D. in health services from the University of California, Los Angeles.
