Building on previous evaluations of FAI demonstrations, BPC will produce an issue brief for federal policymakers and their staff on the status of the initiative. The report will include an overview of the demonstration itself, a snapshot of all participating states, and a more detailed analysis of three states. BPC will conduct a comprehensive literature review of publicly available information and key stakeholder interviews. Prior to beginning stakeholder outreach, BPC staff will seek advice from staff at the Center for Health Care Strategies to assist in the identification of the three states to analyze in greater detail.
BPC’s issue brief on the status of the Financial Alignment Initiative will leverage the investment the Fund has made in this area by synthesizing work conducted by CHCS and others in a usable way for policymakers. BPC will also reach out to the participating states to verify what is known, as well as to obtain up‐to-the‐minute information. Given the interest in the duals program and the corresponding session at the Bipartisan Congressional Retreat in March of 2017, the expectation is that a polished draft of the brief will be completed in time to be included as a background resource for the session and shared widely with other policymakers. The ultimate goal is to provide federal policymakers and their staff with additional evidence when evaluating the demonstrations’ successes and failures and deciding its future.
