This project aims to develop implementation toolkits to support state policymakers interested in pursuing high-impact policy strategies to contain health care cost growth in the commercial market. Using a literature review of previous state experimentation and interviews with state stakeholders, the Centers for Medicare and Medicaid Services/Center for Medicare and Medicaid Innovation, and other thought leaders, the project will produce five guides on the following strategies: 1. capping provider price growth; 2. capping provider rates; 3. multipayer value-based payment model; 4. multipayer hospital global budgets; and 5. strengthening rate review.
Each guide will break down the key steps for states needed to implement a specific policy, with an emphasis on how to mitigate any health equity concerns during the process and stressing areas of opportunity for federal alignment or other national efforts.
