The project aims to evaluate the effects of bundled payment on the quality and costs of care. The project will evaluate hospital participants in BPCI Model 2 for the top 10 most commonly selected Medicare severity DRGs (including 3 conditions in EPM). They will use a quasi-experimental, difference-in-difference methodology to control for provider and patient selection effects and determine results. The analysis will compare results for BPCI participants and matched non-participants and for matched controls at the patient level. It will describe results by characteristics of providers including physician affiliates of hospital participants using the AMA Master File.

  • Provide a robust, comprehensive evaluation of the general cost/quality impact of bundled payment to improve understanding of the mandatory policy and methods that can be used to evaluate CMS innovation initiatives under Medicare
  • Shed light on the characteristics of providers that achieve lower costs and/or improve quality to help providers better focus their bundled payment implementation efforts
  • Target audience: CMS, policymakers, providers
