Jessica S. Banthin, Ph.D., is a senior fellow in the Health Policy Center at the Urban Institute, where she studies the effects of health insurance reform policies on coverage and costs. Before joining the Urban Institute, she served more than 25 years in the federal government, most recently as a deputy director at the Congressional Budget Office, responsible for health, retirement, and long-term projections. During her eight-year term at the CBO, Dr. Banthin directed the production of major cost estimates of legislative proposals to modify the Affordable Care Act. Prior to the CBO, she was the director of a microsimulation modeling group at the Agency for Healthcare Research and Quality. She earned her Ph.D. in economics from the University of Maryland.
