Timothy S. Jost on Applying Lessons from Medicare’s Prescription Drug Program to the Health Insurance Marketplaces

<p>In nearly one-third of U.S. counties, only one health insurer is offering marketplace coverage in 2017. In a new <em>To the Point</em> post, Timothy S. Jost of the Washington and Lee University School of Law provides the underlying reasons for the health plan shortage. Among the challenges insurers face, he says, is having to offer coverage to all comers in markets where there are relatively few healthy enrollees, as well the uncertainty created by ongoing congressional repeal efforts.</p><p>Yet Jost says there is an obvious solution—one previously adopted by Congress, for the Medicare prescription drug program.</p>
