<p>States have considerable flexibility in how they implement the Affordable Care Act. Many of these choices—like whether to expand Medicaid eligibility, run their own health insurance marketplace, or use navigators to help people enroll—can have a significant impact on low-income residents' access to affordable coverage.</p><p>For our latest Q&A, we talked to Commonwealth Fund grantee Benjamin D.
