The Affordable Care Act (ACA) provides subsidized health insurance coverage to people with low and moderate incomes through expanded Medicaid eligibility and tax credits to buy private health plans through the marketplaces.

In a new issue brief for The Commonwealth Fund, Manatt Health researchers Joel Ario and Deborah Bachrach argue that state Medicaid directors and state insurance commissioners must collaborate more to ensure continuous access to coverage for those eligible for Medicaid and those in marketplace health plans, as many people may move from one form of coverage to the other based on their income.

Even if the ACA is changed, the authors say, state officials will still have opportunities to better align their regulatory efforts and collaborate on broader delivery system reform efforts.
