This project aims to identify an evidence-based framework to address maternal morbidity and mortality (MMM) through qualitative research and managed care organization (MCO) contract analyses. During the qualitative research phase, the team will conduct literature reviews and interviews with health care experts to understand the key coverage and delivery elements of a high-performing health care system aimed at reducing MMM. These findings will be used to develop an analytic tool for the contract reviews. During the contract review phase, the project team will review and analyze all 40 state MCO contracts and interview a subset of state Medicaid officials to understand the rationale for coverage, care delivery, and payment decisions. The project team will collaborate with Fund staff in selecting states for interviews.
