The National Academy of Social Insurance will convene a formal study panel of top Medicare experts to examine major program challenges in changing Medicare’s eligibility age category. Specifically, the panel will explore implications of proposals that would change the Medicare eligibility age. The proposals under consideration would allow individuals to “buy‐in” to Medicare, extend Medicare to all Americans, or increase the age of eligibility. The panel will focus on program implications of extending eligibility within specific issue areas, including Medicare’s program financing, administration, and health care expenditures and costs. The study panel will assess implications of changing age eligibility in light of the program’s current structure and consider alternative specifications that address challenges in financing and administration.
