This grant will help ABMJ Consulting to inform policymakers and stakeholders of the implications of Medicaid expansion and reinforce the value of Medicaid. Specifically, ABMJ will expand on the existing literature to collect additional years of fiscal impacts of Medicaid expansion in at least five states and update the statistical analysis reported by Sommers and Gruber in a 2017 Health Affairs article, which covered the first two years of expansion (2014–2015). ABMJ will then produce a report addressing the following questions: How much does Medicaid expansion increase state spending on Medicaid? How much does revenue from the federal government increase relative to the increase in Medicaid spending? Is Medicaid expansion associated with cuts to other forms of state spending or increases in other forms of state revenue?
