Once guidance from the Centers for Medicare and Medicaid Services is released, Manatt will conduct an in-depth analysis of the policy and then estimate the implications of capped funding on Medicaid enrollment and state budgets. The national and state-by-state financial and enrollment estimates will be developed by: establishing a baseline of expected Medicaid enrollment and spending, estimating changes in enrollment and expenditures as a result of the new policy, and projecting the extent to which the ability to divert funding to other priorities establishes or increases fiscal incentives to cut Medicaid spending. In particular, Manatt will produce state-by-state estimates of the difference between total dollars allocated versus anticipated expenditures in order for states to operate their Medicaid programs within the budget cap.
