The project team will provide rapid analysis of unfolding policy developments through blog posts for the Fund and the journal Health Affairs. Topics will likely include states’ use of 1115 waivers to restrict eligibility, key aspects of waiver proposals, federal legislative attempts to restrict or expand Medicaid, and the role of the courts. In addition, the team will write two issues briefs: one that assesses the Affordable Care Act’s Medicaid reforms after five years, and another that considers how the Supreme Court’s 2012 decision making Medicaid eligibility expansion optional might affect future reform efforts.
