The project will develop practical, evidence-based policy recommendations for scaling and spreading home-based care through value-based purchasing (VBP) approaches and regulatory changes. To develop recommendations, the team will first conduct a literature scan of home-based care and VBP models as well as the impact of regulatory changes during COVID-19 on home-based and virtual care. The team will then convene an expert advisory group to review the evidence and identify promising policy options. To refine the recommendations through a real-world lens, they also will conduct interviews with delivery system leaders and payers engaged in home-based care. The results of these activities will be summarized in policy memos and issue briefs and distributed to target audiences, namely federal and state policymakers, through a webinar as well as personalized outreach.
