A large portion of Medicaid expenditures is driven by a small segment of the beneficiary population with high healthcare needs and high healthcare expenses. In order to develop high quality, more coordinated, and more efficient statewide systems of care for these “super utilizers,” state policy changes on multiple fronts are required. The National Governors Association Center for Best Practices (NGA Center) has been on the cutting edge of this work with states, working closely with seven states for the past year via the Super Utilizer Policy Academy. This small grant proposes to build an additional layer of targeted technical assistance, through an Innovator State Learning Lab, on to the policy academy to address key challenges participating states are facing in addressing this population. Selected states would participate in a one-and-a-half-day visit to an “innovator” state and participate in a series of technical assistance conference calls. Lessons learned during the project will be widely disseminated through an issue brief and presented at NGA’s 2015 multistate meeting on health system transformation.
