The Impact of the Affordable Care Act on Small Business

The project team will shift focus from the SHOPs to examining the effects of the ACA’s individual and small group market reforms and the coverage expansions on small businesses and their employees. In collaboration with Commonwealth Fund staff, the team will use data from the Commonwealth Fund Biennial Health Insurance Survey, the Fund’s annual employer premium trends report, the Kaiser Family Foundation Employer Health Benefits Survey, and other sources to assess the effect of the ACA on small group enrollment, premiums, and coverage of small business employees. In addition, the Small Business Majority will draw personal stories and perspectives from a diverse group of small business owners, employees, freelancers and gig economy workers from its state and national small business polls, listening and outreach events, interviews, and roundtable discussions.
