The Center for Budget and Policy Priorities (CBPP) proposes to develop a series of nine state-specific fact sheets describing the effects of changes to Medicaid at the federal level to help state and federal policymakers, as well as other stakeholders, better understand the state-level impact of any proposed Medicaid changes. The fact sheets will focus on state-specific payment and delivery system reforms and estimate how changes in Medicaid coverage and financing could limit states’ ability to continue the transformation of their delivery system for low-income beneficiaries. The fact sheets will synthesize various sources of quantitative and qualitative data to describe the effects of changes to Medicaid on state residents, providers, and state budgets. The fact sheets will be disseminated by publication on CBPP’s website, as well as distributed through email lists and promoted on social media platforms. CBPP will also leverage existing state partnerships and activities to widely disseminate the fact sheets.
The fact sheets will inform state policymakers and other stakeholders in nine states that will likely inform the debate on Medicaid changes at the federal level, providing them will clear, accurate, and timely information about the effect of any proposed changes on state payment and delivery system reform initiatives, and the impact of the proposed changes on beneficiaries, providers, and state budgets.
