This project will analyze current Republication replacement strategies that include high-risk pool provisions, and evaluate their likely effects on coverage compared to the Marketplaces, benefit levels and affordability. In addition, the researchers will document other options being explored at the state and federal levels, and the likely effects of alternative strategies. This work will be informed through the review of proposed legislation and 1332 waiver plans, conversations with policy makers and health plan administrators, including those in states that have maintained high-risk pools since the ACA.
