The Urban Institute team will work closely with Fund staff to pursue analyses that are responsive
to the emerging policy environment. Potential analyses include: effects of the loss of American Rescue Plan Act (ARPA) marketplace subsidies on premium costs for enrollees in each state and state policy options to reduce premiums; targeted autoenrollment options at the federal or state level for people eligible for free
insurance through Medicaid or the marketplaces; federal or state policy options to improve continuity of coverage in Medicaid; effects of changes in marketplace benefit design, including lower maximum out-of-pocket thresholds on household health care spending; impact of lowering the marketplace affordability threshold for employer coverage; and identification of incremental reforms with potential bipartisan appeal.
