Under this project, the Urban Institute team will work closely with Fund staff to pursue analyses that are responsive to the emerging policy environment. Potential analyses include: a public health plan, with enrollment limited to people living in states that did not expand Medicaid; strategies to automatically enroll eligible people in Medicaid; reestimation of the effects of various health reforms, using a revised baseline that accounts for pandemic-related changes in employment, coverage, and income inequality; and analysis of reform proposals’ impact on affordability of coverage for consumers, using metrics of household financial burdens developed under last year’s grant. The team also has budgeted time to participate in briefings for congressional and executive branch staff as well as the media to clarify the details and trade-offs associated with health reform approaches.
