The project has two aims. The first aim is to foster strategic sustainability — helping states achieve greater value from their Medicaid programs by aligning incentives and using all available levers. The National Association of Medicaid Directors has identified the 340(b) drug discount program, managed long‐term services and supports, managed care organization contracts, and the Medicaid fee schedule as potential areas of focus. Guided by an advisory group, this work will include a survey of Medicaid directors’ current sustainability and cost‐control efforts as well as three learning modules. The second project aim is to support performance improvement through outcomes measurement, by helping states assess their Medicaid programs on a set of indicators. This component will continue the work of the Medicaid Scorecard Advisory Group and assist the Centers for Medicare and Medicaid Services (CMS) in developing its next scorecard through review and testing of CMS’s draft scorecard materials.
