This project will identify existing models that can be adapted as well as design one or more new payment models that respond to the unique needs and challenges of safety-net institutions. This will include recommendations for the federal government and states around payment model design features (e.g., attribution, funds flows, quality measures) as well as infrastructure development, potential partners for pilot testing the model(s), and other policy considerations. To develop the recommendations, the team will convene an advisory group of experts and frontline safety-net institution leaders; conduct an environmental scan and literature review on safety net payment reforms to date; and hold in-depth interviews.
