The SSRS survey research team will conduct a nationally representative survey of 5,000 adults ages 19 to 64. Because of the growing costs of telephone surveys, SSRS proposes an address-based sampling design, which combines random sampling and contact through mail with an online questionnaire, an approach that is becoming the industry standard. To address the key weakness of this approach — the underrepresentation of people of color and those with low income — SSRS proposes to supplement this sample with one drawn from its online probability panel, designed to be representative of and projectable to the U.S. population. The combined sample will be weighted to represent the U.S. adult population.
