In a "Perspective" published in the Hastings Center Report, The Commonwealth Fund's Sara Collins and Tracy Garber provide an update on state action to prepare for the health insurance exchanges, or marketplaces, that open for enrollment this October. "The most immediate challenge facing all fifty-one exchanges is fulfilling their most basic role: ensuring that all who are eligible to enroll in qualified health plans and to receive federal subsidies in fact enroll," they say.
