A Radical Change in the Federal-State Health Relationship

In a post published last week, the Commonwealth Fund’s David Blumenthal, M.D., observed that in its treatment of states and their envisioned role, Graham-Cassidy departed dramatically from prior repeal efforts. The proposal aimed to do something rare, if not unprecedented, Blumenthal said, by moving funds from one group of states (those that expanded Medicaid) to another (those that did not).
