In a post written when Virginia was facing “bare counties,” Georgetown University’s JoAnn Volk, Justin Giovannelli, and Kevin Lucia reviewed options for meeting the needs of consumers in bare or nearly bare counties. The risk that any consumer might be without options for health coverage deserves the right response from policymakers, the authors wrote.
