Insurers hope to bring more young people into the ACA marketplaces to balance risk pools, which some complain are dominated by older, less healthy people. One way to do so would be to raise the limit on how much more insurers can charge older versus younger enrollees. But The Commonwealth Fund’s Sara Collins warns there would be costs to such a policy.
