The Norwegian government this spring published a white paper on the future of primary health care. The primary health care service is described as fragmented, with a need for better care coordination among health care providers. The paper suggests that building primary health care teams with population responsibilities may help bring about this change. Task-shifting and increased use of advanced practice nurses should allow primary care physicians to focus more on patients with multiple and complex conditions.
