Tom Emswiler is a delivery system consultant for the New America Foundation;s Health Policy Program. He is currently pursuing a master's degree in health administration from Virginia Commonwealth University. In addition to investigating health care quality initiatives for the program, he serves as a policy analyst on payment and governance reforms in New America's Medicare Program and is a writer for the New Health Dialogue blog. Previously, Mr. Emswiler served as a senior program associate with New America and as a legislative assistant for U.S. Representative Jim Cooper.
