Robert Murray, M.B.A., is president of Global Health Payment LLC, a management consulting firm specializing in the design and implementation of reimbursement systems for health care providers. He is also a senior scholar at the UCSF/UC Hastings Consortium on Law, Science & Health Policy. Previously, he was executive director of Maryland’s Health Services Cost Review Commission (HSCRC), Maryland’s all-payer hospital rate-setting agency, from 1994 to 2011. Under his leadership, HSCRC initiated several innovative payment systems that served as the prototype demonstration for the state’s current global budget demonstration with the Center for Medicare and Medicaid Innovation. Since leaving HSCRC, Murray has worked as a consultant, developing and recommending hospital payment models for several states, including Vermont, Oregon, Tennessee, and Rhode Island. He has written extensively on the history of state-based rate regulatory systems in the U.S. and the cost-control attributes of administered payment systems, publishing articles in Health Affairs, the Journal of Health Politics, Policy, and Law, the American Journal of Managed Care, and the Journal of Ambulatory Care Management. Murray holds an M.B.A. from Stanford University.
