Michael Kolber is a healthcare attorney in the New York office of Manatt, Phelps & Phillips, LLP, where he advises health plans, pharmaceutical manufacturers, state agencies, and others on implementation of the Affordable Care Act. He focuses on commercial health insurance, Medicare managed care, and employee benefits. A frequent speaker and author on health reform, Mr. Kolber coauthored Bloomberg BNA's treatise on the subject. Prior to joining Manatt, he was in the general counsel’s office at the U.S. Department of Health and Human Services, where he was the lead attorney on key provisions of the Affordable Care Act, including the law’s health insurance reforms. Mr. Kolber is a graduate of Harvard Law School and Yale College and clerked for the Hon. Amalya L. Kearse of the U.S. Court of Appeals for the Second Circuit.
