Melissa Morley

Melissa Morley, Ph.D., is a health economist and policy analyst at Avalere whose work focuses on Medicare payment policy issues and analysis of Medicare and commercial claims data to understand the impacts of policy changes. Her areas of policy expertise include postacute care payment, episode-based payment, and risk adjustment. Prior to joining Avalere, Morley worked at RTI International for more than a decade, where she worked on projects with the Centers for Medicare and Medicaid Services designing, implementing, and evaluating alternative payment models. She has a Ph.D. from the Heller School for Social Policy and Management at Brandeis University; an M.A. in economics from McMaster University in Hamilton, Ontario, Canada, where she studied as a Fulbright scholar; and a B.A. in economics from Tufts University.
