Kinda Serafi

Kinda Serafi, J.D., a partner with Manatt Health, advises on the legal, policy, and operational challenges of the Affordable Care Act, Medicaid, the Children’s Health Insurance Program, marketplaces, and payment and delivery reform. She has significant experience implementing and analyzing federal health care programs for an array of clients, including state governments, foundations, providers, nonprofit agencies, and IT vendors. Prior to joining Manatt, she served as the director of policy of the Children’s Defense Fund in New York, where she focused on developing strategies to secure the passage of legislation to simplify rules for a public health insurance program and to expand eligibility levels. Serafi received her J.D. from the State University of New York at Buffalo, School of Law.
