Kathleen Nolan joined the staff of the National Association of Medicaid Directors (NAMD) within six months of the organization's launch. At NAMD, Nolan manages a growing portfolio of state technical assistance on a range of policy and programmatic issues relevant to Medicaid directors. Prior to NAMD, Nolan worked for seven years as director of the health division in the National Governors Association's Center for Best Practices. As division director, she led efforts to support implementation of best practices on health care issues facing states including health care reform, Medicaid, health IT, and public health programs.
Nolan also held health policy positions with the Association of State and Territorial Health Officials and the Institute of Medicine. Before moving to Washington, Nolan served as a program specialist in the Colorado Department of Public Health and Environment. She received her M.P.H. from the George Washington University and her B.A. in psychology from Carleton College in Northfield, Minnesota.
