James C. Capretta, M.A., is a resident fellow and holds the Milton Friedman chair at the American Enterprise Institute. He is also a senior adviser to the Bipartisan Policy Center and an advisory board member of the National Institute for Health Care Management. From 2001 to 2004, Mr. Capretta was an associate director at the White House Office of Management and Budget, where he had lead responsibility for all matters related to health care, Social Security, and other programs. From 1990 to 2001, he served in senior staff positions in Congress, primarily at the Senate Budget Committee. Mr. Capretta has an M.A. in public policy studies from Duke University.
