Heidi Whitmore, M.P.P., is a principal research scientist in the Health Care Evaluation Department at NORC at the University of Chicago. Previously, she served as a researcher at the Center for Studying Health System Change, and as deputy director of health system studies at the Health Research and Educational Trust, where she was responsible for studies and surveys that track changes in health benefits and the health care delivery system. Ms. Whitmore holds degrees in political science from Carleton College and a master’s degree in public policy from Georgetown University.
