Eugene A. Kroch, Ph.D., is vice president and director of research at CareScience, Inc., an organization founded by the Wharton School faculty to disseminate health purchasing and management tools based on research conducted at the University of Pennsylvania. Dr. Kroch is also lecturer in health care systems in the Wharton School at the University of Pennsylvania, where he teaches health economics and econometrics. He is a senior fellow at the Leonard Davis Institute of Health Economics at the University of Pennsylvania, where he conducts research in the fields of econometrics, public policy, and health economics. He serves as a policy advisor to two agencies within the U.S. Department of Health and Human Services: the Office of the Coordinator for Health Information Technology and the Centers for Medicare and Medicaid Services (CMS).
