Eliot Fishman, Ph.D., is vice president for research and health policy at Metropolitan Jewish Health System. Formerly, Dr. Fishman was a senior health policy analyst with the law firm Manatt, Phelps & Phillips LLP, where he specialized in state health issues. He is the author of Running in Place: How the Medicaid Model Falls Short and What to Do About It (Century Foundation Press, 2002) and has written for the Washington Post and Health Affairs, among other publications.
