Debra J. Lipson, M.H.S.A., is a senior researcher at Mathematica Policy Research, Inc., in Washington, D.C. She has over 25 years of experience as a health policy researcher, analyst, and health program manager at the local, state, national, and international levels. Her work has focused on state health policy, coverage expansion strategies, Medicaid financing, maternal and child health, long-term care, and global health governance. From 2002–05, she was deputy director of the Better Jobs Better Care Program at the Institute for the Future of Aging Services, American Association of Homes and Services for the Aging. From 1998 to 2002, she was a health analyst at the World Health Organization in Geneva, Switzerland, where she examined the implications of international trade rules for national health policies. Ms. Lipson holds a master's degree in Health ServicesAdministration from the University of Michigan School of Public Health.
