Anne Karl

Anne Karl, J.D., is a partner with Manatt Health. She works with states, plans, and providers in understanding and implementing the Affordable Care Act and payment and delivery system reform, as well as a broad range of regulatory and transactional matters. She advises states, plans, and providers on a wide range of Medicaid issues, with particular experience in matters related to Medicaid payment and financing. Karl assists states in developing, drafting, and negotiating Medicaid waiver programs. Additionally, she advises providers and payers on a wide array of payment and delivery system reform issues. Prior to joining Manatt, she served as a law clerk to the Honorable José A. Cabranes, U.S. Court of Appeals for the Second Circuit. Karl earned a J.D. from Yale Law School.
