Anake Goodall

Project: Common Challenges of Development and their Implications for Indigenous Communities Host Institution: John F. Kennedy School of Government, Harvard University Anake A.M. Goodall, a 2000–01 New Zealand Harkness Fellow, was settlement implementation manager with Te Runanga o Ngai Tahu, the tribal council of the Ngai Tahu Maori tribe of southern New Zealand. Like many other countries, New Zealand has been attempting to resolve historical grievances resulting from the European settlement of the country in the early 19th century and subsequent breaches of contract between the government and the country's indigenous Maori people. Over the last 15 years Goodall has held various tribal positions that have addressed the Ngai Tahu claims resolution process, and, more recently, was the executive responsible for managing the negotiations process that led to the formal resolution of these issues in late 1997. That agreement was subsequently ratified by New Zealand's parliament in 1998. Goodall has participated in all aspects of Ngai Tahu's tribal development over this period, and is particularly interested in questions of self-governance, leadership, management and capacity building in the context of emerging and reemerging community groups.
