The Bipartisan Policy Center team will review Medicaid law, including federal statutory, regulatory, and informal agency guidance, to identify the barriers hindering and incentives promoting high-quality, comprehensive primary care. Team members will then propose policy options to eliminate the barriers and, where necessary, foster incentives for change. This work will be informed by two private roundtable meetings and two public events to facilitate discussion among leaders in the field. Finally, the team will estimate the impact of proposed policy changes on federal spending.
