The project team will expand their previous analysis to include five additional states that have Medicaid work requirement applications in process, under review, or recently approved: Utah, Virginia, Idaho, Montana and Nebraska. To estimate how work requirements will impact hospitals’ finances, the team will conduct an in-depth analysis of the states’ waiver applications; project changes in the number of uninsured adults (in collaboration with other Fund grantees); and estimate changes by state in hospitals’ uncompensated care costs, Medicaid revenues, and operating margins using a microsimulation model. For four of the states, the team will first need to simulate the impact of Medicaid expansion on hospital finances before it proceeds with estimating the implications of work requirements on hospitals.
