A critical first step to launch the Health Opportunity Pilots is to establish a fee schedule for nonmedical health interventions. North Carolina has been working closely with Manatt Health on the development of the waiver, and has asked Manatt to convene an advisory committee of national and state leaders who can inform the proposed fee schedule. In particular, the committee will advise on detailed definitions of the various service units; potential payment rates for each service; and the reimbursement structure to achieve objectives (e.g., fee-for-service, pay for performance, or bundled payments). The Manatt team will ask the advisory group to review pertinent materials, discuss the methodology and assumptions at advisory meetings, and ultimately offer recommendations for strengthening North Carolina’s approach.
