A Dialogue on Marketplace and Medicaid Integration

In addition to being informed by the team’s professional experience, the project will include a literature review of the key policy and administrative mechanisms needed to advance Medicaid-Marketplace integration, and seven to ten interviews with thought leaders, including current and former Medicaid, insurance and marketplace officials. To capture a variety of state experiences, interviews will be conducted in select state-based marketplaces that have significant integration, and in federally-facilitated marketplace states that have faced additional challenges in working with the large federal technology platform. As we move past the initial phase of ACA implementation, this project will revisit and call attention to the importance of integrating Medicaid and marketplace coverage. The project will help inform cross-agency conversations between policymakers, and will discuss the need, and come up with strategies, for Medicaid agency- insurance department-marketplace coordination to achieve a continuum of coverage and drive system-wide reform.
