This project will establish a road map for administrators and public officials to evaluate the feasibility and desirability of global budgeting as a tool for safety net hospitals. The project will:
Review the field, to include interviews with Maryland officials, CMS officials, and other health policy experts;
Develop a case study on the potential use of global budgeting by New York City’s Health + Hospitals; and
Compile a set of questions and considerations for safety net hospital administrators and policymakers to assess the potential and local applicability of global budgeting.
This project will provide useful information to NYC Health + Hospitals regarding the feasibility of global budgeting for this large safety net hospital system, and will inform other safety net hospitals, states, and CMS regarding considerations for global budget implementation.
